Hello,

I was wondering if it would be permissible to post a rec for 2 completed stories in a 3-part series. IOW, stories one and two in the series are complete, but the third story is a WIP. Or should this pair of recs be placed in the comments of this weekend's open rec post?

No, that's fine. As long as the fic(s) you're reccing are completed (and people aren't left hanging) you can rec a series that has more to come. Just don't post a rec for the third story. But you can mention it in the comments.
